BAGHDAD: The number of Iraqi civilians being murdered or killed in the current fighting has been revealed for the first time by the United Nations. It is far higher than previous estimates. More people are dying here – probably more than 100 a day, now maybe 150 – in the escalating sectarian civil war between Shia and Sunni Muslims and the continuing war with US troops than in the bombardment of Lebanon.
Some 3,149 people were killed in June alone, or more than 100 a day, and the figure is likely to rise higher this month because of tit-for-tat massacres by Sunni and Shia Muslims. Some 120 Shias were killed in two attacks earlier in the week and gunmen yesterday kidnapped 20 employees of a government agency in Baghdad looking after Sunni mosques and shrines.
The death toll has risen every month this year and totalled 5,818 in May and June. This far exceeds the number given by the Iraqi Coalition Casualty Count, a web site that compiles casualty figures based on published accounts, which said that 840 civilians died in June. Overall 14,000 civilians were killed in the first half of the year says the UN.
Ever since the invasion in 2003 the US military and later US-supported Iraqi governments have sought to conceal the number of Iraqi civilians being killed. The US Army for long denied that it counted the number of civilians killed by its soldiers. The Iraqi Ministry of Health also refused to reveal to the UN the civilian casualty figures.

Massive Plant Underway Would Generate Material for 40-50 Nuclear Bombs a Year

Pakistan has begun building what independent analysts say is a powerful new reactor for producing plutonium, a move that, if verified, would signal a major expansion of the country’s nuclear weapons capabilities and a potential new escalation in the region’s arms race.
Satellite photos of Pakistan’s Khushab nuclear site show what appears to be a partially completed heavy-water reactor capable of producing enough plutonium for 40 to 50 nuclear weapons a year, a 20-fold increase from Pakistan’s current capabilities, according to a technical assessment by Washington-based nuclear experts.
The construction site is adjacent to Pakistan’s only plutonium production reactor, a modest, 50-megawatt unit that began operating in 1998. By contrast, the dimensions of the new reactor suggest a capacity of 1,000 megawatts or more, according to the analysis by the Institute for Science and International Security. Pakistan is believed to have 30 to 50 uranium warheads, which tend to be heavier and more difficult than plutonium warheads to mount on missiles.
“South Asia may be heading for a nuclear arms race that could lead to arsenals growing into the hundreds of nuclear weapons, or at minimum, vastly expanded stockpiles of military fissile material,” the institute’s David Albright and Paul Brannan concluded in the technical assessment, a copy of which was provided to The Washington Post.

Iraqi Shi’ite Militia Ready To Join Fight (Sadr ready to aid Hezbollah)
A senior member of Muqtada al-Sadr’s Iraqi Shi’ite militia, the Mahdi Army, says the group is forming a squadron of up to 1,500 elite fighters to go to Lebanon.
“We are choosing the men right now,” said Abu Mujtaba, who works in the loosely organized following of radical Shi’ite cleric Muqtada al-Sadr. “We are preparing the right men for the job.”
Mr. Mujtaba, who was interviewed in Baghdad, said some of the men have had special training but did not specify what kind.
Sheik al-Sadr’s black-clad armed militia numbers in the thousands, operates throughout central and southern Iraq and is thought to be responsible for numerous killings of Sunnis.

New Orleans families may dig own graves
NEW ORLEANS, July 23 (UPI) — A shortage of workers in the New Orleans’ cemetery division is forcing many residents to bury their own dead, the New Orleans Times-Picayune reported.
“We do not dig graves or put caskets into graves any longer,” said city real estate administrator Ed Mazoue, who is in charge of the cemeteries. “The decision was made and funeral homes were notified that families and funeral homes would have to supply grave-digging personnel.”
The shortage of workers is attributed to several factors, including workers not returning after Hurricane Katrina, low service wages and city layoffs that occurred before and after the storm hit.
When a burial is taking place at a city cemetery, the funeral home handling the service will try to get someone to dig the grave and have the family pay the grave digger. If no one can be found to dig a grave, the family is left to fend for itself, the newspaper said.

Bush Told To Plan For Chávez Oil Shock
Richard Lugar, chairman of the US Senate foreign relations committee, has urged the Bush administration to adopt specific “contingency plans” for a potential disruption to oil supplies from Venezuela.

WASHINGTON (AP) — President Bush’s penchant for writing exceptions to laws he has just signed violates the Constitution, an American Bar Association task force says in a report highly critical of the practice.
The ABA group, which includes a one-time FBI director and former federal appeals court judge, said the president has overstepped his authority in attaching challenges to hundreds of new laws.
The attachments, known as bill-signing statements, say Bush reserves a right to revise, interpret or disregard measures on national security and constitutional grounds.

Built in a small Chicago laboratory, Boilerplate was originally designed as a prototype soldier for use in resolving the conflicts of nations. Although it was the only such prototype, Boilerplate was eventually able to exercise its proposed function by participating in several combat actions.
In the mid-1890s, Boilerplate embarked on a series of expeditions to demonstrate its abilities, the most ambitious being a voyage to Antarctica. In 1901, to celebrate the new century, Boilerplate circumnavigated the globe in what turned out to be a failed publicity attempt to garner interest in its industrial applications.
Boilerplate is one of history’s great ironies, a technological milestone that remains largely unknown. Even in an age that gave birth to the automobile and aeroplane, a functioning mechanical man should have been accorded more significance.

Born in 1929, Jon Osterman originally wanted to be a watchmaker. After his father read of the bombing of Hiroshima Jon went into Princeton and graduated in 1958 with a Ph.D. in atomic physics. He was sent to Gila Flats in 1959, meeting (and falling in love with) Janey Slater. In August of 1959, he was disintegrated in an accident involving an “intrinsic field separator.” Several months later he reassembled himself, becoming the first (and only) superpowered individual on the planet.
Dubbed Dr. Manhattan by the United States Government, Jon became the United States defense against nuclear war since he could stop most incoming missiles with a thought. He was revealed to the public in 1960, and was present at the Crimebusters meeting of 1966 where he met and fell in love with Laurie Juspeczyk (Silk Spectre II). In 1971 he was sent to Vietnam and ended the war two months later. In 1985, he left the Earth for Mars, returning after Ozymandias’ “alien attack” to confront Ozymandias in Antarctica. He then left Earth altogether.
