Saying it is concerned about a loss of American competitiveness, an independent committee will call on Thursday for a sweeping overhaul of securities market regulations.
It recommends making it harder for companies to be indicted by the government or sued by private lawyers, and urges policies to keep the Securities and Exchange Commission from adopting rules that impose high costs on business.
The committee, formed with the endorsement of Treasury Secretary Henry M. Paulson Jr., said the S.E.C. should be required to perform cost-benefit analyses on all rules before they are adopted. It said the S.E.C. should also take steps to rein in private securities litigation and adopt policies to shield corporate directors and auditors from some lawsuits.
With Congress soon to be under control of the Democrats, the report recommends changes that can be made without legislation. Even so, it remains unclear how much of the report will be adopted by the Treasury or the S.E.C. While the committee said its recommendations would help investors, they drew immediate criticism from one former member of the S.E.C., who said they would damage the commission and roll back needed regulation.

The people living in Wyoming used to get some idea of how bad the weather was by watching the PBS station KUPR out of North Platte Nebraska..KUPR is owned by the UP railroad and in addition to broadcasting the typical PBS programs they broadcast crew calls and train numbers every twenty minutes
When the weather was snowy you often saw a call for MW200 which was a special of a couple of locomotives and a Plow and spreader/flanger dispatched to run between North Platte and Laramie.. As the weather worsened they would call more MW 200’s but then once every few years or so when the weather was terrible they would call MW100 .. That was the rotary snow plow .

KP, make sure that any vents or air holes are clean and not covered up. For instance, usually laptops are designed to have a little bit of clearance underneath, by sitting on their little footies. Works fine on a solid object, but can overheat on a bedspread or like a padded tablecloth. Also, they usually will have a fan in there someplace – often it cycles on temperature, so if you notice the fan doesn’t ever come on and it’s getting hot, you may want to look into that.
For the desktop, make sure that all the air vents are clean, and whatever fans you have (in the case and also the power supply) are all clear and running. I wouldn’t be surpised if your power supply fan died before, eventually causing the power supply to fry (real easy thing to replace, but hopefully the replacement one will last for a while). Also, the CPR should have a chip cooler fan. They can die and get full of crap, too, so you should have a look. Crack the case every now and again, and clean out the dust bunnies. My case is kinda nice, ‘cuz it has seven case fans, and all the ones that suck in air have cleanable filters on them. And of course make sure you have plenty of clearance for airflow.
Okay PJ. Seems like this laptop isn’t running very hot at all. Is it okay to open up the case on a laptop? I may need a new sound card too. The sound is sounding a little warped.

I’m so sorry for people who got the cold spell that failed to materialize in Portland. (Natives of the area say yesterday was arctic cold but…damn, it bottomed out at 27 and that’s not even below zero!)

Hey, KP. On your laptop, it depends on what you mean by crack the case. Depending on the model, most of the components are pretty easily located under little trap doors, and aren’t much of a problem to get to. Some are a little tougher than others. The hard drive should be easy to get to, under one of the covers.
If it’s not a heat issue, it could be a hard drive problem. A lot of times what’ll happen is there’s a bad spot on the drive, which the OS has written to. When it tries to read it, and can’t, it sometimes will lock up and/or give you the bsod. You can try doing a check disk (Windows XP is it? Do run, type in cmd, and then at the command prompt, type in “chkdsk /f” – w/o the quotes). It will tell you that it can’t lock the drive, and do you want to schedule it at next reboot. Say yes. Then reboot, and let it do its thing.
There’s always the old reformat the drive, too, so it can remap the drive, and make note of any bad sectors that it can’t write to. All data goes bye-bye, though.
It’s also possible that there’s a physical problem with the drive, like the bearing is going bad. That may give it problems reading the drive at times, and it could lock it up. If that’s the case, get anything off it you can. There are drive utilities you can download to check the drive (helps to know the make of the drive), and give you the option of doing what they will call a low-level format (which isn’t, really, but never mind). That should find any bad spots. Or, if you have problems even finishing a format, you can pretty much figure on a hardware issue.
Also, it’s possible that there are memory problems. Download something like memtest and run it. Actually, I recommend making an ultimate boot CD and loading it up with utilities. If you wanna do that, let me know and I’ll give you a link. A Bart’s PE disk is also a good thing to make, as is a Knoppix disk. With both of those, you can run the computer w/o a hard drive (Bart’s is windows, and Knoppix is a Linux flavor) – run apps, surf the web, everything. If you have a USB device to save things to, you’re in business.

The black bean soup I made over the weekend:
1 pound dry black beans
1 1/2 quarts water
1 carrot, chopped
1 stalk celery, chopped
1 large red onion, chopped
6 cloves garlic, crushed
1 (28 ounce) can peeled and diced tomatoes
2 tablespoons chili powder
1 bay leaf
1/2 teaspoon dried oregano
Ground black pepper to taste
Salt to taste
DIRECTIONS
In a large pot over medium-high heat, place the beans in three times their volume of water. Bring to a boil, and let boil 10 minutes. Cover, remove from heat and let stand 1 hour. Drain, and rinse.
In a slow cooker, combine soaked beans and 1 1/2 quarts fresh water. Cover, and cook for 3 hours on High.
Stir in carrot, celery, onion, garlic, and tomatoes. Season with chili powder, bay, oregano, black pepper, and salt. Cook on Low for 2 to 3 hours
Remove bay leaf. Puree about half of the soup with a blender or food processor, then pour back into the pot before serving.

Hey, I got, what seems to be, a decent job today! At a scene shop that does sets, exhibits, displays, maybe movies too. ‘Cept no more morning blogging for me, I’ll have to be at work at 7 AM. I’m up at that time but I don’t really like leaving the house at that time. It’s gonna be friggin cold! It’s close enough that I can ride my bike though. Now I won’t be dependant on the car.
