I was just reading about Monica Goodling politicizing Justice and it made me think about Giuliani who did the same thing.
Before he was elected he said that people would be hired on the basis of merit, he called it a meritocracy. But, when he got into office he hired everyone based on political affiliation.
Just as the Bush regime did, he went far down into agencies and replaced people who had been hired for their expertise with political hacks. Civil service employees, who had always been immune to politics were sent to undesirable jobs and their positions given to Giuliani hacks.
By the time Giuliani left office he was reviled. After 9/11, he tried to delay the election and remain in office for at least 3 more months. The idea was met with distain inspite of the fact that the City was reeling from the Trade Center attack.
